- Motion: "Henceforth hovering radio controlled model airplanes will be permitted as in the past. The pilots will be allowed to demonstrate their skills as a flier and to show off the merits and virtues of the airplane design and engine combination. Two restrictions are now placed on the fliers who operate the model airplane. 1) No longer will the airplane be allowed to hover down vertically to the ground and allow the rudder to touch the ground. 2) No longer will any person be permitted to place himself/herself out on the flight area in front of the flightline for the purpose of touching or catching a model airplane."
